Their development had everything to do with safety and efficient tanker operations, and little consideration was given to terrorists back in the early 1970s. Another type of tanker that is generally much smaller than most is the product carrier (see Figures 1-40 and 1-41).

At all times, the excess tank capacity is filled with inert gas.
