More generally, however, it is hoped that the preceding discussion has served to provide the essence of the context into which our survey data can be located. The context of British employment relations has changed rapidly over the course of the past eighteen years and many of the developments that have taken place are relevant to the interpretation of our results.

2 The dynamic context of workplace employment relations Changes in workplace employment relations do not take place within a vacuum. The discussion in the latter half of Chapter 1 served to outline some of the principal changes that have taken place in the economic, legal, political and social spheres in Britain over the past twenty years. These included significant shifts in the fortunes of the economy, the character of public policy and the nature of the labour market. However, these wider dynamics were observed and discussed at a level of abstraction from the workplace.

Such a programme required freedom of action, both for individuals and the market. A large part of the Conservatives’ deregulatory programme focused on the operations of the labour market.
